Indigenous Community Support Organization (ICSO) is a local Cambodian not-for-profit, non-governmental, non-partisan organization established to serve the public benefits. ICSO was  registered by the Ministry of Interior in July 13, 2006 – number 840-MoI. ICSO is implementing projects to empower and strengthen the capacity of indigenous community organizations and indigenous groups to participate for the promotion and protection of the indigenous rights to land, natural, cultural and traditional resources to improve their livelihood and welfare in the northeast provinces of Cambodia including Ratanakiri and Mondulkiri provinces.

ICSO is recruiting a qualified Cambodian candidate to fulfill the position of – Policy Dialogue Officer ( PDO) based in Phnom Penh for the 19 months, from June 2020 to December 2021 in order to implement the project “Indigenous People Land Rights (IPLR)” under EU funded project.

Job Summary:

Policy Dialogue Officer is under the general supervision and guidance of  the Executive Director and direct supervision of the Program Coordinator. The incumbent is responsible for the following roles and responsibilities:

Specific Roles and Responsibilities:

  • Build network and relationship with IP network, local authorities, and stakeholders at all levels.
  • Conduct training/awareness raising to local authorities on laws, legal frameworks and human rights related to indigenous people and other relevant topics.
  • Assist to equip capacity of right holders and civil society organizations to collect and analyze evidence based data for dialogue purposes with relevant stakeholders.
  • Create linkage and network between right holders, civil society and government sector at sub-national and national levels.
  • Work closely with ICSO Project team at Ratanakiri to provide capacity building to IPOs, arrange dialogue and meeting, follow up, monitor and lead to identify the behavior change practice of IPs.
  • Work closely with ICSO Project team at Ratanakiri to prepare annual activities and budget plan of the project.
  • Monitor the project activities and track progress against the annual work plan and  project objectives
  • Develop project reports such as monthly and quarterly, mid-term and annual reports and other reports as required by national program coordinator and/or donors.
  • Be representative of ICSO to attend meetings, workshops and training activities with CSO and state actors
  • Identify the issues regarding indigenous rights , relevant laws and legal framework enforcement for  sharing in the  meeting with indigenous community, CSOs and government at all levels and disseminate  all actions responding by government to right holders or ICs.
  • Build and maintain good relationship with ICSO team, IP network, local authorities, and stakeholders.
  • Perform other duties as assigned by supervisors.

Qualifications and Experiences:

  • Bachelor Degree in Sociology, Law, Rural Development, or a related field
  • At least 4 years of work experiences  in policy dialogues, laws and legal frameworks, human rights and IP rights
  • Experience in training curriculum development and facilitating participatory learning approach
  • Experience in in organizing and coordinating the policy dialogue with CSOs, private sector and government at all levels
  • Strong in social analytical skills and has commitment to work within complexity of indigenous rights issues
  • Good communication, facilitation, management, analytical and interpersonal skills
  • Has multi-cultural and critical thinking
  • Good experience in social media and Information and Technology for Development ( ICT4D)
  • Computer proficiency in Ms. Word, Excel, PowerPoint and Email
  • Good English speaking and writing skills
  • Experience to work within a cross culture especially with Indigenous People is an advantage.
  • Has willingness to work as a team with good organizational and inter-personal skills
  • Be reliable, honest and trustworthy person and
  • Has willingness to travel and overnight stay at the provinces.
