ICSO has development objective to support the development of advocacy and structure for community development from grass root to national and international levels through intensification and diversification the community initiative and ownership.
To achieve this development objective, Ratanakiri- ICSO Program, of village organizing project, will helps facilitating and coordinating in the village-level organization through the support to indigenous traditional identity and empowerment in order that indigenous people have skill to advocate for the protection of IP rights. The village organizing project will directly cooperate with relevant government partners such as provincial local administration unit and department of rural development in the technical work to have indigenous community get recognized by Ministry of Rural Development as legal identity. Additionally, the project will ensure the capacity building of village committee in order that their identity is symbolized; and then their communities become legal entity recognized by Ministry of Interior. Furthermore, ICSO will assure IP right in natural resource management and land protection by cooperate with department of land management, urbanization, planning and construction register the IP communal land title recognized by Ministry of Land Management, Urbanization, Planning and Construction.
Furthermore, ICSO program will enlarge and enhance partnership with community working groups and networks helping in community awareness and empowerment process so that they are able to initiate of indigenous people organization (IPO) to advocate for grass root level to national with international interaction. Through this process, ICSO has a strategic objective to integrate all small projects like community media traning (CMT), indigenous women empowerment (IWE), community organizing training (COT) and natural resource management (NRM) as district-integrated program in 4 districts: Lumpat, Borkeo, Ochum and Oyadav. All networks of these projects will be reformed and re-elected by community people to create a special group in each target area, which is called community working group, to represent the whole community. These groups will be expected to have extra key role in facilitating/consultation with other community existing groups created by community or other NGOs to have initiative of CBO or IPO formation in order to become independent and ownership community institution.
In addition, ICSO program will support and foster the concept of community development to indigenous people in the integration of livelihood and IP economic development through intensification and diversification of improving the traditional agriculture, small enterprise and food security under direct cooperation and support for relevant government departments and NGOs in the target areas. Evidentially, ICSO is implementing one project of income generation in Lumphat district and 4 communes in Pichrada districts in Mudulkiri. funded by NGO partner. The project initially facilitated the formation of community saving groups in order that community members can access to small fund to generate various traditional occupation and need for emergent case. This kind of project is very interesting since community has seen its usefulness; and then they have gradually formed as saving group in Borkeo and soon after at Ochum.
Finally, ICSO program has developed the provincial support sector on community media support to promote indigenous voices, staff capacity development, cooperation and collaboration enhancement, monitoring and evaluation, and operation support from finance and admin/HR to ensure the achievement of development objective.
