Ratanakiri Provincial Program

1.    RATANAKIRI PROVINCIAL PROGRAM

1.1  Ratanakiri Provincial Program’s target areas and target groups

ICSO provincial program office-based in Ratanakiri has implemented its different project components in 84 villages, in 22 communes of 5 districts (OuYaDav-OYD, Bar Kaev-BK, Ou Chum-OCH, Lumphat-LPH and Andoung Meas-AM district). There are 3 main project components such as, 1). IPOs-Indigenous Communal Land Titling Project (IPOs-CLTP)2).IPOs-Institutional Empowerment Project (IPOs-IEP), and 3). IPOs-Economic Empowerment Project (IPOs-EEP).

Through the above projects; ICSO-Rat program has worked with 1,468 (493 [33%] were female) of IPOs/ICBOs members as of its target groups such as community committee members for identity strengthening, legal entity registration and communal land title application. The community Saving Group members, Saving Group Leaders and members and ICBOs committee members are to assist and support saving groups, committee members of community-based forest protected areas, IPOs secretariat committee members and youth groups.

The total of IPs that we have worked with and through was 50,994 (25,699 [50%] were female), including men, women, youth and elders. There were also 418 (134 [32%]were female) of local authorities and government line departments/ministries were involved with actions.

1.2  Indigenous Peoples Organizations on Communal Land Titling Project (IPOs-CLTP)

Target group and areas:

There are 5,139 households presented with 24,294 (12,235 were female) indigenous peoples in 40 villages of 19 communes, 05 districts, which worked and supported directly with 466 people (113 were women) CLT committee in 40 communities.

Summary:

From the period of this report, there were 1,824 (789 [43%] were women) are right holders and 340(18 or 5% women) are duties bearers participated in 100 times equal 214 days of project activities implemented. These activities include improving awareness and respective identity formulated by local authorities and MoRD, developing the organizational capacities and legal entity recognized by local authorities and MoI and building the capacities of community committee members and community members to demonstrate knowledge of related to land laws, policies and procedures and GPS data collection of village boundary and land use for submission all documentation for communal land titling to MoLMUPC of 22 ICs in 13 communes of 05 districts.

1.3  Indigenous People Organizations on Institutional Empowerment Project (IPOs-IEP)

Target group and areas:

There are 8,225 households which presented with 38,170 (19,239 were female) of IPs in 63 villages, 13 communes of 4 districts (BK, OCH, LPH and OYD). The project has directly worked with 29 working groups equal 564 (179 women). They are 05 (01 female) of provincial advisory group, 178 (41 female) of IPO committee and consultation group, 310 (123 female) of youth groups and 71(14 female) community based protected forestry committee.

Summary:

For the period of this report, there were 1,633 (622 [41%] were female) rights holders, including local authorities at village and commune levels, from targeted communities. These communities represented 40 villages, 11 communes of 4 districts and have participated over 105 occasions in project activities. They have been supported by ICSO for strengthening the knowledge, capacity and skills of ICs to organize, mobilize and engage with duty-bearers to protect and promote culture, land, forest and natural resources rights.

1.4  Indigenous People Organization Economic Empowerment Project (IPOs-EEP)

Target group and areas:

There are 2,578 households which presented with 12,136 (6,137 were female) of IPs in 18 villages, 12 communes of 4 districts (BK, OCH, LPH and OYD). The project has directly worked with 456 (223 were female) of 32 saving group and 3 IPOs. They are 104 (37 female) of saving group committee, 9 (3 were female) of IPO committee and 9 (3 were female) of consultant for IPO and IPO volunteers.

Summary:

For the period of this report, there were 524 (249 [48%] were female) rights holders and duty bearers at village and commune levels from targeted communities in 19 villages, in 13 communes of 3 districts (LPH, OCH and BK) and have participated 67 occasions in project activities for strengthening the knowledge, capacities and skills on credit management, entrepreneurship with a gender focus for increasing their income.
